The General Expenditures of Beit al-Mal (Money House) of the Islamic Arabian State in the Reigns of AL Rrashidia Caliphate and The Umayyed Caliphate. Expense of Al_Faya: Al_Jaziya,Al_Kharaj and Al_Oshoor Trading: Historical Economic Study

Abstract

It is known that one of the most important imports of the House of Money in the Arab Islamic State is Al-Faya which includes (Emul Al Kharaj and the funds of the tribute and the money of Oshoor of  trade).  The importance of public spending is the financial policy of the Arab-Islamic State, which is the cornerstone of the equation in which the financial budget passed. The researcher wanted to enlighten the reader of the knowledge of the administrative nature of the house of money in the Arab Islamic State, and how the financial policy of the income and expense. The financial institution in the receipt and export of the general imports of the state, and then directing the disbursement or spending in the face of the service of the interests of the Arab Islamic public and in the interests of Muslims as individuals, in accordance with the legal and economic rules in force at the time authorized legitimacy of the Koran or the Suna or the diligence of the Oshoor trading.  It has dealt with an important outlet of public expenditure from the money house and is almost the backbone of the public expenditure in the state: the expenditure of imports of Faya. These expenses include the funds of the tribute, the money of Al Kharaj and the money of the Oshoor trading.  Because of its important impact in building the economy of the Arab state, and balancing of the house of money in income and output, for centuries, which the Arab Islamic State used, was a beacon of civilization, and the eye of the world as a whole.
