Abstract

Over the last two decades, communication technology has continued to grow and surpassed the ability of academics, lawmakers and policy makers to develop a full-fledged view of the performance of ICT. These developments included the proliferation of satellites, which in turn led to the spread of direct broadcasting and electronic networks, especially the Internet, and then the integration of these technologies to generate more modern techniques and ease facilitated the operators in the communication process on the one hand, but put them in turn to another challenge, About new, modern and sophisticated.
