Strategic Vision in the Self-Evaluation and Quality of Excellence Institutions

Abstract

Self-assessment means identifying strengths and weaknesses, by assessing all aspects of performance and knowledge of the extent of active participation of all workers in relation to the indicators, rules and quality standards established by the institution according to the vision and the reason for existence, and the strength of self-evaluation in that it enables the institution to identify the needs and resources available to them.


Self-evaluation assumes that all employees make a contribution to the continued development of the institution.


The vision presented by the research is to build professional standards for the organization, which is first framed by the strategic vision that the institution wishes to reach in the future and the message that it wants to achieve now through its interim goals are all put into a real and chronic operational framework, with its principles, and adopt another system that connects self-evaluation with quality of performance through:


1.Creating Self-Assessment Manual: The self-assessment process, its various tools, and its methods of implementation are presented as a first and important step towards achieving the quality of our institutions and benefit the employees in designing and reviewing the performance improvement plan.



  1. The self-evaluation team of the institution: To define the roles of the self-assessment team, to determine the steps of implementing the self-evaluation stages, to develop models of data collection methods used in the self-evaluation in light of the quality standards and to identify the procedural steps that help improve performance in light of the quality standards.

  2. Develop a plan to improve performance in light of the priorities of performance gaps.

  3. The issuance of the report of the self-performance evaluation team governs the quality of performance and the performance improvement plan.


The research relied on the descriptive approach, using the self-assessment manual attached to its articles in the current research and the quality standards established according to the strategy followed in the institution. The conclusions reached by the research:



  1. Quality aims to achieve the satisfaction of its customers and therefore the degree of satisfaction with them is a standard through which to judge the level of performance.

  2. To promote the principle of participation of decision-making personnel, which gives all individuals the right to self-evaluation. This principle also gives individuals the right to participate in the development of the performance appraisal system and to participate in the development of goals that will ultimately be evaluated on the basis of their achievement.


 3.To promote the spirit of teamwork through the self-assessment team: The method of collective work to assess individuals collectively and not individually as was the traditional way to evaluate performance.



  1. A self-evaluation system is more effective, objective and fairer than a traditional performance appraisal system - which focuses on a set of attributes, which are intangible. Since the evaluator is a person who tends to be more descriptive, his assessment will be biased and will not yield correct results.


5.A self-assessment method depends on the constructive dialogue between the assessors themselves, the team, the supervisors and the chairmen, and the multiplicity of evaluator’s results in a multiplicity of criteria used, which is considered more effective and its results objective and correct
