Abstract

The Ottoman Empire was founded on the outskirts of the rest of the Byzantine state and it was a European state before it became an Asian state. Therefore, the state did not have one system at all, so that the one regime in Anatolia was different in both the Balkans and the Arab world. The Ottoman regime had special features that appeared to be linked to the geographical location of the state at the beginning of its era, including some special features of the Byzantine system and the Ottoman system. Since the country is surrounded by a state of general disorder, the Ottoman Empire has tended to expand as the best means of defense and hence the declaration of sultans


The supreme leader of the Ottoman Empire was the Sultan, the first influential political and military force known as Khankar. He was known as Bad Shah and the supreme ruler. The Sultan had absolute powers. He was the head of state, the supreme commander of the Ottoman forces, .
